TOWN HALL MEETING Q&A
For years, the
Village of Marble Cliff has contracted for its municipal services from
the City of Grandview Heights. The current 3-year contract is coming
to an end on December 31, 2011. The Village Council and Mayor are in
the process of determining how best to continue the quality level of
service that residents have come to expect. This Q&A provides more
information on the decision-making process.
What are the
municipal services Marble Cliff contracts from outside sources?
The Village contracts
for all police, fire or general municipal services currently from the
City of Grandview Heights. General services include, but are not
limited to, leaf pick-up, snow removal, building permit and zoning
review, street maintenance and street light maintenance. Payment for
police and fire are set by contract at a lump sum paid monthly, while
general services are paid monthly at an hourly rate set by the
contract over and above the contract total amount and are based on
hours worked. (For example, for 2011 the Village’s contract cost is
approximately $495,000; additional billed general municipal services
are anticipated to be approximately an additional $25,000 for a total
cost for services to be about $520,000).
Why wouldn’t
the Village just continue the current contract with Grandview Heights?
This may very well
end up being the case, but your Village leaders are seeking proposals
from Grandview and Upper Arlington for a service package that would
meet both quality expectations of residents and be fiscally
responsible. The service contract alone accounts for almost 44%
(approximately $500,000) of the Village’s budgeted costs. As service
costs have increased, the revenue to the Village has declined. The
Village anticipates running budget deficits and could run out of money
by 2016, if nothing changes. The Village recently took steps to
supplement revenues through cost reductions (e.g. refinancing the bond
on the Tarpy Woods park land), careful planning (e.g. establishing a
5-year infrastructure improvement plan and successfully acquiring
grants) and slight revenue enhancements (e.g. increased inside millage
from .35% to 1%). However, these steps alone will not alleviate the
Village’s fiscal condition.
Wouldn’t my
property taxes cover any anticipated increased costs for the Village
to pay for operations and services?
Our local property
taxes are almost exclusively dedicated to paying for the Grandview
Heights City Schools and Grandview Heights Public Library. Marble
Cliff is located in both of these taxing districts. Some property
taxes are also committed to levies for the county mental health
system, the Columbus Zoo, county children’s services, county senior
citizen services, Columbus metro parks, etc.
The Village receives
approximately half a percent of its revenue from the local property
tax (e.g., an owner of a home with a market value of $300,000 pays
only about $50 in property taxes annually toward Village services).
The Village could ask residents to approve a property tax levy for
additional revenue (e.g., for each voter approved millage* increase,
the Village would receive a total of approximately $50,000 based on
property values).
The primary tax base
for revenue to the Village is from the local 2.0% personal income tax
from employees working in the Village and corporate income tax from
business located in the Village.
Why not just
increase the Village income tax to pay for Village costs?
The Village income
tax rate of 2.0% is among the lowest in central Ohio. The Village
uses this rate to attract businesses to locate in the Village. Since
we have this lower income tax rate on employees and businesses, the
Village has not often had to offer tax incentives like those offered
by other higher taxing municipalities.
If there is a change
in how services are provided to the Village will it change our
children’s ability to attend Grandview schools or our residents’ use
of the Grandview library?
No. The Grandview
Heights City School district and the Grandview Heights Public Library
district have no direct correlation to the Village’s service
contract. The close connection of Village residents to the Grandview
Heights schools and library does provide interaction between the two
communities, but it is not tied directly to service contract.
Will the
service I currently receive from the Village change?
The goal of the
Village is to provide the same high quality services that residents
currently enjoy.
Will I as a resident
be asked to pay more for services?
The goal is to pay
for services within the Village’s current budget. The Village isn’t
considering asking residents to pay new service fees, service levies,
tax increases or implement “trash sticker” programs. Service into
2012 and beyond is intended to be provided seamlessly to residents.
When will the
Village make a decision?
The Village has sent
Requests for Proposals to Grandview Heights and Upper Arlington.
Village officials will review the submissions and share information at
a public town hall meeting in November. Council is expected to select
a service provider at its November 21 meeting, and the new contract
will begin January 1, 2012.

*
The property tax rate is noted as a millage rate. A
mill
is one-thousandth of a currency unit. To calculate millage-based
property tax, multiply the assessed value of the property by the mill
rate and then divide by 1,000. For example, a property with an
assessed value of $300,000 located in a municipality with a mill rate
of 10 mills would have a property tax bill of $3,000 per year.
Another way to calculate taxing values is to divide the mills by 10
(moving the decimal point to the left by one) which yields the
percentage rate (e.g., 10 mills = 1.0%).
